An Ethiopian lawyer, scholar, and practitioner with over thirty years of experience in domestic and international law, geopolitics, political strategy and human rights advocacy, his distinguished career has been dedicated to the forensic application of legal frameworks to state power, armed conflict, and international humanitarian law.
His latest book, DECEPTION: Conspiracy for Israeli Expansion and Western Hegemony, exposes the systematic pattern of Israeli territorial expansion enabled by Western cover, strategic diversion, and impunity—a 78 year machinery documented through UN vetoes, arms shipments, media bias, and diplomatic cover.
It follows AMERICAN RULE OF MIGHT: Coercive Resource Politics and Its Threat to the Rule of Law, which examined the weaponization of economic power and the erosion of international legal norms. His first book, BLIND EYES ON TRIAL, constructed a prosecutorial case against architectures of complicity—from the violation of the Genocide Convention in Gaza to the breach of international covenants governing water rights and sovereignty.
As an East African legal scholar, Goliye provides an indispensable Global South perspective, challenging the selective application of international law and advocating for a multipolar system grounded in genuine sovereignty and consistent legal principles.
